Abstract
Written in commemoration of the 30th anniversary of the TRIPS Agreement, this article explores the differences between the original goals of the TRIPS negotiators and the final outcome we experience today. It discusses the different factors internal and external to the TRIPS negotiations and evaluates their impact on three groups of WTO members as specified in the Agreement: developed, developing, and least developed. This article then explores three legacies of the TRIPS Agreement and three questions that will illuminate the instrument’s evolution and future development.
